The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Significant resources is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles flew past – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by allied countries. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: maybe the approaching threat won't hit its mark this time, sparing the city from ruin and another blackout.

Continuous Dangers

Following this, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, no doubt, endure.

Political Considerations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its advantage.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
